Not sure where to post this so here goes. This is a scanned photo sent to me by my cousin in Alaska. You can see, I hope, the scanner has highlighted textured areas of the photo giving it an almost dusty look. How can I get rid of this?

you might try masking the matte out and in levels or curves play around with the white, gray and black eyedroppers.

is this OTE?

i'm not sure if i'm on to exactly what you're after, but is this kinda close? i only worked on the lower portion.

just a little cloning and levels adjustment. with a little more effort i think it could look a lot better.

Go to filters Noise, and try the dust and scratches filter. Ernie
